On the occasion of the hundredth anniversary of the birthday of Miguel Torga, I recapture his memory in this House where he lived for decades, and leave my testimony of esteem for this great literary person and exemplary citizen.

Deeply concerned with the news of the tragic flooding which has afflicted India, I wish to tender Your Excellency, in this moment of ordeal, on behalf of the people of Portugal and in my own name, our feelings of regret, and equally request that you accept our most sincere condolences and heartfelt solidarity.
Exhibition being shown in Loulé
The President of the Republic visited, in the Art Gallery of the Espírito Santo Convent, in Loulé, the exhibition of paintings named “Water, Roots and Sun”, by António Cavaco Silva, proceeds of which will be donated to the Humanitarian Association of Parkinson’s and Alzheimer’s Patients, located in Tavira.

Upon receiving for enactment as law Parliamentary Decree No. 133/X, containing the first alteration to Law No. 1/99, dated January 13, which approved the Journalist’s Charter, I decided, in accordance with item b) of article No. 136 of the Constitution of the Portuguese Republic, not to enact that document, based on the following reasons:
Communiqué
1. The President of the Republic decided today to send back to Parliament Decree No. 133/X, which alters the Journalist’s Charter, requesting that it be reappraised.
The President of the Republic requested today from the Constitutional Court an anticipatory examination of the constitutionality of the provisions contained in Nos. 2 and 3 of Parliamentary Decree No. 139/X, which altered the General Taxation Law and the Code of Taxation Procedure and Process.
