Concerning the bill that regulates the State’s support for private and cooperative educational establishments, the Presidency of the Republic publishes the following communiqué:

1. The Presidency of the Republic advised the Government, in due time, that it had serious reserves as to some of the solutions contained in the bill, sent for enactment, regulating the State’s support for private and cooperative educational establishments.

2. Following the dialogue established between the Presidency of the Republic and the Government, it was possible to establish a text that, without placing in question the political options that are exclusive to the Government, reasonably accepts the principles of contractual stability and confidence that must exist in a matter of such great relevance.

3. As such, the new text provides greater density to the criteria relative to the conclusion and renewal of the contracts, consecrates the possibility of their being renewed over a number of years by agreement between the parties and safeguards the conditions ruling the transition of the contracts currently in force.

4. In addition, the new legal background does not contain issues that could affect the negotiations currently being held to determine the financing of these educational establishments, and as such the introduction of unpredictability in the existing contractual relations is not placed in question.

5. Taking into consideration the development that followed, which satisfactorily covers the main doubts raised by the initial version, the President of the Republic decided that it could now be enacted.
