Since I am unfortunately unable to attend the Opening Ceremony of the Conference “Financial Institutions and the Development of Microcredit”, I wish through this message to express to all those present my appreciation for this initiative and the hopes I place on the results of your work. I firmly believe in the potential for change that Microcredit represents for large sectors of Portuguese society, still strongly evinced by inequalities, lack of opportunities and cases of social exclusion that cannot leave us indifferent.

I was deeply moved when becaming aware of the tragic effects of the cyclone that assailed with particular violence the South of Bangladesh, causing a great number of victims and enormous material losses.

I was deeply concerned with the news of the violent earthquake which was yesterday so devastatingly felt in the Northern region of Chile, causing great material and human losses.
I was extremely pleased to learn that Pedro Lamy conquered the title of world champion at the Le Mans Series.

I was deeply grieved when learning the sad news of the passing away of Ambassador José Aparecido de Oliveira, a notable figure of the Political and Diplomatic History of Brazil, a friend of Portugal and an untiring worker on behalf of the relationship between countries with Lusitanian descent. His decisive participation in the creation of the Community of Portuguese Speaking Countries will for ever be recognized as part of a fundamental inheritance for the History of Lusitanian Descent.
I am very pleased to congratulate the Portuguese athletes that so reputedly represented our country in the World Summer Games of the Special Olympics.
