The President of the Republic addressed a message of congratulations to Dom Manuel Monteiro de Castro, on his appointment as Secretary of the College of Cardinals.
Following is the text of the message from President Aníbal Cavaco Silva:
"Most Reverend Archbishop
On the occasion of Your Excellency’s appointment as Secretary of the College of Cardinals, please allow me, Reverend Archbishop Dom Manuel Monteiro de Castro, to tender my most respectful congratulations for this proof of distinction and esteem of His Holiness Pope Benedict XVI.
