On being advised that Your Excellency has been awarded the Good Governance Prize by the Mo Ibrahim Foundation, I hasten to send you, on behalf of the People of Portugal and in my own personal name, our warmest congratulations.
This decision honours the Mo Ibrahim Foundation and is the just recognition of Your Excellency’s contribution towards the cause of peace, of national reconciliation, of democracy and to the economic and social progress of Mozambique.
