The President of the Republic received for the purpose of enactment the bill which approves the bases for the concession of the high speed rail link Poceirão-Caia.

Having in mind the size of the investment at issue, the President of the Republic always considered as crucially important that the decision to carry out the project should be based on independent studies which reasonably proved the viability of the project in the current economic and financial framework. Although the information received did not clarify all the existing doubts, the Government stated that it will make arrangements for the last cost-benefit analysis carried out on this project to be certified by an independent body.

The high speed rail network has been the object of intense debate within Portuguese society. This was the case during the electoral campaign for the last legislative elections and is included in the Government Programme. On 10 December 2009 the Government took the decision to award the Poceirão-Caia link, integrated in the high speed railway line between Lisbon and Madrid.

As such, and considering the constitutional competence of the Government in this issue, the President of the Republic decided to enact the decree-law that approves the bases for the concession of the high speed rail link Poceirão-Caia.
