2.3.1. The activities directly or indirectly connected with culture have been, in the latter years, one of the sectors showing greater growth at a European level. Amongst these activities, those regarding heritage are outstanding, and influence other areas:

  1. Building and landscape architecture
  2. Restoration industries and technologies – Architecture, painting, tile making, etc.
  3. Civil construction
  4. Tourism

2.3.2. Although frequently polemic, due to the diversity of interests which have to be considered, the defence of the patrimonial assets requires initiatives to be taken at various stages – national, regional and local – and that the development policies take into account national and international guidelines in the issues of heritage, environment and territorial planning.

2.3.3. Some cities in the hinterland are already carrying out their development plans along with the refurbishment of historical centres and other locations of patrimonial interest, using them as references and supports for the identification and promotion of schools, services and local industries.

2.3.4. The concern with safeguarding heritage is also a factor for the balancing and for the correction of the risks inherent to development without rules or limitations. For this reason the disqualification of villages and landscapes must be combated as far as possible, as well as demands imposed in order that growth does not spoil the urban texture and, on the contrary, that it be harmoniously integrated.
