President of the Republic did not enact the bill which approved the structural regulations of the Access Committee to Administrative Documents

The President of the Republic returned to Parliament, without enactment, Parliamentary Decree No. 116/XI, which approves the structural regulations of the Access Committee to Administrative Documents.
Read the full text of the Message that, concerning this, the President of the Republic addressed to Parliament:
"Mister Speaker

Excellency,
After receiving, to be enacted as law, Parliamentary Decree No. 116/XI, which approves the structural regulations of the Access Committee to Administrative Documents, I decided, in the terms of article No. 13 of the Constitution, not to enact that bill, based upon the following premises:

1 – The Decree submitted for enactment alters substantially the regime applicable to the staff employed in the support services of the Access Committee to Administrative Documents.
2 – The approved bill contains legislative solutions that, specifically with respect to its effects on levels of remuneration, do not coincide with the regime generally applicable to public servants.
3 – The approval of special remuneratory conditions in the Country’s current economic and financial environment must be preceded by adequate consideration allowing the clear sustaining of the basic premises that led to the adoption of such a regime and its justification in the light of equitable criteria.
4 – Amongst other provisions, inducing an increase in remuneration based upon the permanent availability of that class of workers as a counterpart is questionable, taking precisely into account the equitableness criteria. Such remuneratory increases diverge from the principles that are being generally applied in this matter in the Public Administration or, even, in similar bodies
