a. In contemporary societies, more than ever traversed by intense social and cultural rifts, heritage is an important resource for social cohesion.

b. Heritage assets of national and international relevance, as well as local heritage, constitute the basic identity of the people, and should be stimulated as a link which is stronger than natural political or other rifts.

c. The preservation and promotion of heritage can become a factor for the anchoring of people and a motivation for the increase in the levels of participation and citizenship.

d. The defence of heritage, insofar as it constitutes a common asset, must be encouraged as something which concerns everybody and that only everybody’s efforts – State, institutions and the public – may effectively carry out.

e. The knowledge of heritage, in its diverse facets, must be propounded in the educational and training programmes, whether to strengthen community links, or to familiarize the new generations with the common heritage.
