Those present in the Palace of Belém were the Chief of General Staff of the Armed Forces, General Artur Pina Monteiro, the Air Force Chief of General Staff, General José Araújo Pinheiro, the Navy Chief of General Staff, Admiral Luis Macieira Fragoso, and the Army Deputy Chief of General Staff, Lieutenant General António Pereira Agostinho, representing the Chief of General Staff.
